Several challenges are pushing back the progress on Duluth's Fourth Street construction project, which will now extend into the summer of 2018.
Now, construction from 23rd Avenue East to Wallace Avenue and Wallace to Arrowhead Road is expected to wrap up by July of next year.
All work between Sixth and 23rd Avenues East is still expected to be completed this fall.
According to Saint Louis County officials, a rainier than average summer, and more rock found during construction than expected are contributing to the delays.
Work being held until spring will include paving, adding curbs and gutters and landscaping.
